A Spectacular Route Across Shiretoko Peninsula
Shiretoko Pass serves as the border between the Nemuro
Regional Development Bureau and the Okhotsk Regional Development Bureau.
The road that runs through it is often referred to as the Trans-Shiretoko
Highway, a scenic corridor that plays a critical role in both economic and
cultural exchanges between the coastal towns of Rausu and Shari. It also forms
part of a wider tourism route that introduces travelers to the awe-inspiring World
Natural Heritage Site of Shiretoko and the untouched landscapes of eastern
Hokkaido.

Closed for Winter, Celebrated in Spring
Due to extreme weather conditions, Shiretoko Pass
experiences harsh winters that bring heavy snowfall, frequent
avalanches, and landslides. As a result, a 23.8-kilometer section of the
road is closed annually from late October to late April, making it the
only national highway in Hokkaido regularly closed due to snowfall. The
reopening of Shiretoko Pass in spring is a much-anticipated event in the
region, often covered by local media as a symbol of the changing season. The
massive snow removal efforts required to clear the road have become an iconic
part of Hokkaido’s spring landscape.

A Scenic Viewpoint Like No Other
At the summit of the pass, visitors will find a designated
parking area that doubles as a scenic lookout. On clear days, the panoramic
view from here is nothing short of spectacular. You can gaze across the primeval
forests of Shiretoko, admire the majestic Mount Rausu, and even
catch a glimpse of Kunashiri Island, one of the Northern Territories.
The landscape is blanketed with sea dwarf pine trees, creating a lush and wild
alpine atmosphere. It's no surprise that this viewpoint has been chosen as one
of the Eight Scenic Views of Shiretoko.

Rich in Wildlife and History
The region around Shiretoko Pass is home to one of the world’s largest habitats for brown bears, making it an ideal place for nature lovers and wildlife photographers. Historically, the route traces back to 1907, when the village head of Uebetsu (now Rausu) led a survey from Iwaobetsu to Rausu with local volunteers. During wartime, a narrow military path was carved between Rausu and Utoro. The modern road’s development began in earnest in the 1950s and 60s, with official designation as a development road in 1963, and eventual upgrade to National Route 334 in 1975.
The area became part of Shiretoko National Park in 1964, and in 2005, it gained global recognition when Shiretoko was registered as a UNESCO World Heritage Site.
Team Nicerio visits Shiretoko Pass
My family and I visited Shiretoko Pass for the first time on September 17, 2023, during the second day of our “3-Day Respect for the Aged Road Trip.” This visit also marked my 685th day in Japan as an ALT under the JET Programme. During our visit, Mt. Rausu briefly showed itself before hiding in the clouds. In my opinion, this mountain pass is probably one of the most scenic in Hokkaido. It is definitely one of the places that I would revisit in the future.
