Libraries have always played an important role in history as a source of knowledge and information. However, with the rise of the internet and how fast information is exchanged, libraries as becoming obsolete and some are closing down.

I'm probably one of those people who still find enjoyment in spending an hour or two of quiet solitude in a place full of books. That's why finding a beautiful library in Rumoi City in Hokkaido Prefecture is a big plus for me. As an Assistant Language Teacher (ALT) under the JET Programme, I have to be a good role model of continuous learning for my students. Since I only came equipped with the basic Hiragana and Katakana. I could say that the kid's section in the library improved my Japanese vocabulary and reading skills in the past months. I even borrow books and read them on the bus during my long commute to my visit school.

If you're fond of libraries and you want to borrow books too then here's a guide to applying for a library card in Shiritsurumoi Library (Rumoi City Library).

Requirements

  • zairyu card (residence card)
  • phone number

Procedures

The Rumoi City Library library card issuance application form (図書館カード発行申込書 / Toshokan kādo hakkō mōshikomisho)

  1. Once in the library go to the librarian and ask for the library card issuance application form (図書館カード発行申込書 / Toshokan kādo hakkō mōshikomisho)
  2. Fill up the form with the correct information. Heads up, you need to write your name in both alphabet form and furigana form if you're a foreigner. If you're unsure of the info you can use Google Lens or simply ask the librarian. Although she doesn't speak much English, she'd still be happy to assist you. 
  3. Once you have completed the form, return it to the librarian. She will point out important parts that you missed out on. If none, she will process your library card.
  4. Your library card will be "released" or better yet given to you in less than 5 minutes after being processed. 
Congratulations! You now have your own Rumoi City Library Card and can now borrow books. Enjoy and have an awesome time learning.
