A Blend of History and Nature
Despite its modest size, Tempozan Park is rich in historical
significance. Inside the park stands the Meiji Emperor Fleet Review Monument,
commemorating Japan’s naval history, along with a statue of Nishimura Sutezo,
a key figure in the development of Osaka Port. These monuments remind visitors
of Osaka’s maritime past and its vital role in Japan’s modernization.

At the heart of the park lies Mount Tempo (天保山),
officially recognized as the lowest mountain in Japan, standing just
4.53 meters above sea level. Though small, it’s a fun and quirky destination
for travelers — many even climb to its summit for a lighthearted
“mountain-climbing” experience and a commemorative photo.

The Backpack Adventures visits Tempozan Park
I visited Tempozan Park for the first time on November
20, 2023, during the third day of my 4-day Osaka Solo Trip 2023. It
was my 749th day in Japan as an ALT under the JET Programme.
Visiting this park had been on my list ever since my first trip to Japan back
in 2013. My reason was simple — I wanted to climb Japan’s smallest
mountain, Mt. Tempo (Tempozan). I’m proud to say that I finally did
it and can now cross it off my travel goals!

provides a refreshing contrast to the busy Tempozan Harbor Village area. As a
bonus, you can also conquer one of Japan’s smallest mountains.

can reach it on foot.
